Senate Bill 13: Library Books

Senate Bill (SB) 13, passed by the 89th Texas Legislature, adds new requirements related to a school district’s library materials and catalog. These requirements include:

  • Ensuring parents have access to the library catalog and can control which library materials their students can access

  • Ensuring an effective library material challenge process, including, if appropriate, the use of a local school library advisory council

  • Updating the school system’s library materials acquisition policy

In 2021, Governor Greg Abbott directed TEA, the Texas State Library and Archives Commission (TSLAC), and the Texas State Board of Education (SBOE) to develop standards to ensure students are not exposed to inappropriate content in school libraries. In 2025, the 89th Texas Legislature passed Senate Bill 13 (SB13) relating to a school district's library materials and catalog.

Ysleta ISD's response to SB13

All students within our district have access to our innovative and beautiful libraries. Each of our campus libraries is staffed with a librarian who holds a valid Texas school librarian certificate, has at least two years teaching experience and is willing to provide leadership in instructional strategies, library administration, material selection, and technology implementation and utilization. Any campus librarian will:

  • provide the legal parent/guardian of a YISD student a list of library books the child has checked out from the school library upon request

  • provide viewing access to the Ysleta ISD library catalogs to include TLC, Sora and Mackin specific to the child's campus accessibility

  • accept an effective library material challenge with the appropriate paperwork

  • abide by all requirements under Local Policy EFB (new updates approved at August 27, 2025 BOT meeting)

Here are the resources available to support your SB13 library book needs:

  1. District Catalog- a complete list of all library books available for student checkout district-wide.

  2. Library Book Challenge Form- Want THE District to remove a book from all students under SB13 guidelines? Please download and fill out the Library Book Challenge Form then contact your campus librarian or the district Library Services department so we can received your form.

  3. SB13 Quarterly Library Book Purchase Request List - Your campus librarians are always on the look out for great new library books they want to share with their students. The link will take you to the list of the books being considered for purchase along with the grade span it is intended for. If you don't like our recommendations, reach out to your campus librarian or the district Library Services department. We welcome all of your input before the list goes to the next Board of Trustees Meeting for approval.
